Executive Team
Marcia Sinfield, Chief Executive

Marcia joined Caredig as its Chief Executive in January 2020. Prior to that she was Deputy Chief Executive at Tai Calon Community Housing. A qualified accountant, Marcia has held senior roles in social housing and local government, including supporting regeneration projects at Cardiff Council. She has held Board Member positions and is currently a lay member of Swansea University.
She believes that providing good quality affordable housing is essential to maintaining healthy, resilient communities and that this is a key driver of prosperous local economies. Marcia is committed to providing person centred outcomes for tenants and service users and recognises the importance of kindness in all relationships.
Marcia relaxes using alternative therapies, including yoga and reflexology, to support her well-being. She also enjoys walking with her springer spaniel and the family – in that order 🙂
Ceri Wilmott, Director for People and Culture

Ceri has worked in HR for around 30 years in various sectors. Prior to joining Caredig, Ceri had worked for a Foodservice company for 19 years in a variety of HR roles; operational, project, leadership and finally as Director of People & Culture.
Working in the housing sector is entirely new for Ceri, but her skills and knowledge will be a great asset alongside the Executive and Leadership Teams.
Outside of work, Ceri is married to Ian, has two adult stepchildren, Rhys and Cerys and has a beautiful Romanian rescue dog called Holly.
Emma Morgan, Director for Customers, Support and Improvement

Emma has worked at Caredig for over 21 years, starting out as an administrator in the rents team. Over the years, she's built up a wide range of experience, with a particular focus on Housing Management and Care & Support services. Today, Emma leads the housing management, care & support teams and technology & business Improvement team, helping them deliver great services for residents and making sure systems and ways of working are secure, effective, and support people to do their jobs well.
Emma believes that a quality home is the foundation for a good life and plays a vital role in supporting education, health and wellbeing. This belief underpins her approach to leadership and service delivery.
Emma has also been a Non-Executive Director for First Choice Housing Association since 2019 and currently serves as their Chair for the People & Culture Committee.
Outside of work, Emma enjoys spending time with her husband and two young daughters, walking with their dog, Bella, around the local estuary.
Gareth Davies, Director for Growth and Development

Gareth has worked in Housing Development for over 30 years and is a Member of the Royal Institution of Chartered Surveyors. He started his career after university in Salford, Greater Manchester and then spent several years in London and the SE working on a variety of schemes, including large regeneration schemes south of the Thames in areas like Brixton and Peckham.
Gareth began his Welsh career in 2006 as he wanted to move back home, where he grew up in Cardigan on the West Coast. He has two sons and a lively border collie called Broonzy! In his spare time, Gareth likes to run, play guitar and try to sing in a duet with an old school friend.
Mair Pugh Jones, Director for Finance and Governance

Mair has worked in Social Housing for the past 11 years and in a Support and Homelessness Charity for 4 years before that. Her most recent role has been Interim Director of Finance at Barcud.
Although Mair never dreamed of being an accountant while growing up, she really enjoys working with numbers and seeing the positive impact good finance and governance can bring to an organisation. She is also passionate about Social Housing and really enjoys working in the Sector, "there really is no other sector like it".
Outside of work, Mair has recently been appointed the Vice Chair of Governors at Penglais Secondary School in Aberystwyth. She also spends her spare time walking her ever-energetic Labrador, trying to learn Italian (badly) and until very recently, has been an unpaid and far too available taxi driver for her teenagers.
Stephen Evans, Director for Property and Assets

Steve joined Caredig in April 2020 as Head of Housing, moving to Director for Customers and Communities in October 2022 and Director for Property and Assets in April 2026. He leads Caredig’s repairs, empty homes, estates, compliance, assets and decarbonisation teams, working closely with tenants and staff to provide great homes and services for tenants living in a range of homes across South West Wales, including Extra Care and Supported Living.
Steve has previously worked at a senior level in a variety of Housing organisations across South Wales and in the North of England. He has extensive experience of working with tenants and staff to deliver customer-focused maintenance, housing management, tenancy support and technology services.
He is a past Chair and Vice Chair of Community Housing Cymru Housing and Welfare Reform Strategic networks, and is currently Chair of Governors at a local Primary School.
Steve is married and has a busy family life with his two daughters and a lively dog called Lyra. He is a big rock music fan and completely sports mad, and (still!) plays football and cycles regularly.
Heads of Service
Chris Randall, Head of Finance
Chris gained experience in a number of finance roles outside of Housing before joining Caredig in July 2018. He is responsible for the financial transaction processing teams and for financial reporting. Chris enjoys walking the dog along the Wales coast and watching football.
Daniel McTiffen, Head of Property Services
Daniel McTiffen joined Caredig as Head of Property, bringing a wealth of experience from the housing sector, having worked with organisations such as Hafod and Vale of Glamorgan Council. He has extensive expertise in Repairs Services, Compliance and Facilities Management, Estate Management, supported by a strong technical background developed over more than 20 years in the construction industry.
Outside of work, Daniel has two children. He is a fitness enthusiast who attends the gym most days and has a lifelong passion for both rugby and football.
Ian Hoskison, Head of Technology and Business Improvement
Ian joined Caredig in February 2023, and although this is the first time he has worked in social housing, he brings a wealth of experience from working for nearly 30 years across both the private and public sector, more latterly developing and delivering digital customer services at enterprise level.
Outside of work Ian is an avid sports fan and now that his team playing days are over is hoping to reduce his golf handicap!
Lucy Roberts, Head of Development

Lucy Roberts recently joined the Caredig team as Head of Development, bringing over two decades of experience in housing and local government. Prior to this role, she worked at Carmarthenshire County Council, where she held various positions, most recently serving as the Affordable Housing Lead.
Lucy began her career at the Council straight from school and progressed through a range of roles over 22 years. During her time as a surveyor in the Adaptations team, she earned a BSc (Hons) in Construction Management and Sustainable Technologies, reflecting her commitment to professional growth and sustainable development.
Outside of work, she enjoys hiking, cycling, and camping—often exploring the beautiful Welsh countryside.
Lynne Huxtable, Head of HR and Learning & Development
Lynne joined Caredig in 2015, bringing with her over 15 years Human Resources experience in the hospitality sector. She possesses a vast knowledge of HR and has a strong passion for staff wellbeing.
Outside of work, Lynne is a keen rugby fan and enjoys travelling in her family's campervan and taking long walks with their lively rescue dog, Sasha.
Stuart Thomas, Head of Assets and Compliance

Stuart has worked in the Property sector for over 30 years and joined Caredig in 2001 following managerial and leadership roles in University Estate management and the Rent Officer Service.
Stuart leads our Assets and Compliance Team, who all work closely to make sure tenant’s homes are safe and in great shape.
In his spare time, he is a volunteer at a local rugby club, having previously been a director of a sporting Association and a rugby and cricket coach for over a decade.
